They're Called the Rules....Learn 'Em

Will someone please clarify Maryland traffic law for me? I suppose it is possible that Maryland has completely different rules, but I thought that some things were givens. Yesterday, I saw a guy trying to take a left at a busy intersection. He was pulled forward, in the fashion that (I thought) is standard. However, when his light turned red, instead of taking his left and getting out of the intersection, and clearing the way for those behind him at the next green, he BACKS UP out of the intersection and waits through the next red light. Ok, I thought, this guy doesn't know how to drive.
Then today, I'm trying to take a left at a busy intersection, pulled up as I thought this was perfectly legitimate. When the light turned red and I was finally able to take my turn, the guy on the street perpendicular to me, who of course now has a green light, is waving his arms and obviously yelling angrily at me. What did he think I was going to do? Apparently put the car in reverse and wait for his sorry ass. Sorry, I dont think so. Around here, you'd never make a left if you had to wait for no one to be coming the opposite direction. I've also seen some other classic moves, like a person taking a left out of a side street onto a busy highway completely cutting off a person trying to take a left onto his side street. I guess the rules here are "Douchebags Always Have the Right of Way"
