You can't see the bubble gun in this picture, but, not only did Simon grab the President for a photo, but he started out by shooting bubbles at him. Apparently, Phil was like, "get those bubbles out of my face." I guess he wasn't as amused as the newspaper photographer that put Simon and his bubble gun in the paper.
